Davis, who has served as chairman of the House Economic Matters Committee since 2003, was the primary sponsor on HB0317, Labor and Employment—Wages and Benefits—Preemption of Local Authority. This bill would require preemption of the state regarding sick and safe leave and wages. HB0317 limits “the authority of the Commissioner of Labor and Industry to enforce a local minimum wage law; prohibiting a county or municipality from enacting a law that regulates wages or benefits for employees other than employees 6 of the county or municipality; prohibiting a law enacted by a county or municipality  that regulates wages or benefits for employees other than employees of the county or municipality from being enforced under certain circumstances; and generally  relating to the authority of counties and municipalities to enact laws that regulate wages and benefits.”

ABC and the merit shop construction industry supports the passage of HB0317. A first hearing on HB0317 was held on Feb. 7.
