DAVIS Builds Much Needed Rental Apartments in Rockville

The Rockville area has more government jobs per square foot than Washington, DC. Unfortunately, the area is also notorious for its shortage of rental apartments to house those workers. With the urban-development foresight of JBG Residential, and two new mixed-use transit-oriented developments, the area’s government employees finally have the option of living closer to where they work.

DAVIS Construction, headquarted in Rockville, was responsible for completing the two buildings, known as The Galvan and The Terano at Twinbrook, which offer more than 500 modern apartment homes and over 130,000 square feet of retail space. Located near Metro, both offer the convenience of urban living without the city hassles—transforming the neighborhood from isolated to booming. Additionally, 15 percent of the apartments are dedicated as Montgomery County Moderately Priced Dwelling Units.

JBG chose DAVIS for its experience in sustainability leaderships and its expertise in multi-family construction. DAVIS overcame numerous challenges to deliver on its promises. The Galvan required a deep excavation to build-out its below-grade parking garage. Brutal winter conditions and record-breaking freezing temperatures almost halted construction work, but a schedule delay was not an option. With national retailer Safeway onboard requiring early access to the space, DAVIS expedited its work. Through creative phasing and strategic planning, DAVIS’ dedicated team minimized the impacts of weather-related challenges and change orders to meet the tenant’s early turnover date.

Located less than 500 feet from the Twinbrook Metro Station entrance, the site’s proximity to a high-traffic transit hub added another layer of complexity. Construction of The Galvan required

ongoing communication with WMATA personnel. But today, it’s The Galvan’s closeness to the Metro — and high-end amenities — that make it so desirable. The property includes 365 wood-framed residential units organized around four courtyards, featuring a swimming pool, grilling areas, and outdoor living rooms with fireplaces. For outdoor enthusiasts, a new bike path connects The Galvan to Rock Creek Park.

Targeting LEED Silver certification, the design of the overall development integrated principles of smart growth, urbanism, and green construction practices. The finished building features an on-site bike maintenance center, Zipcar spots, sustainable building materials, Energy Star appliances, and water-efficient fixtures.
